Its member poll indicated that a large proportion of business members agreed that the existing agreement was failing to support commercial success.

A host of further domains could, feasibly, see a similar approach – alignment with internal market standards – in as a trade-off for minimising post-Brexit barriers across manufacturing, in automotive, pharmaceuticals, or for example in value-added tax systems.

Continental Perception

EU governments were underwhelmed by the lack of ambition in last year's reset, specifically the UK dismissal of ideas put forward by some commentators regarding the simplified access of British goods to the internal market.

The specific detail on energy cooperation and food and farm standards is yet to be settled. A proposal for UK manufacturers to be involved in a €150bn security initiative has hit a snag over the scale of the financial commitment, after opposition from the French government. Canada has signed up to the programme.

The document stated that the US would "encourage pushback" to Europe's current trajectory and praised the "rising power" of patriotic European parties.

In government circles, there is a growing awareness that the global landscape has changed again.

Domestically, the administration also anticipates being outflanked on EU relations not just one political rival, but also a further party, which is focusing on its stronghold regions in local votes.
